Abstract
The framework focuses on organizational learning for performance improvement and is designed to support the East Africa Energy Program (EAEP) in achieving its four main project objectives: optimized power supply, increased grid-based power connections, strengthened utilities, and increased regional power trade. The EAEP targets 10 countries in East Africa, including Kenya, Uganda, Tanzania, Ethiopia, Rwanda, Burundi, Somalia, DRC, Eritrea, and Djibouti. The program aims to build self-reliant and high-performing power entities through the active participation of community and key stakeholders, with a focus on gender considerations. The ICSF is divided into two parts: EAEP High Level Outputs and Capacity Strengthening Process Outputs. The High Level Outputs are project result areas that are directly linked to capacity strengthening, while the Capacity Strengthening Process Outputs translate to EAEP Intermediary Result Areas. These outputs are categorized by organizational learning areas based on Senge's organizational learning categorizations and the prioritized key performance indices. The Capacity Strengthening Process Outputs are further divided into five categories: Systems, Strategy, Structure, Culture, and People. Each category has specific indicators that characterize the envisioned efficient, effective, and sustainable power entities. These indicators will guide the ultimate relevance of capacity strengthening support to be provided by EAEP. The ICSF provides strategic guidance for programmatic planning and implementation, depicting the linkages of capacity strengthening, other cross-cutting, and technical interventions for the achievement of the EAEP outcomes. It serves as a collaboration and communication tool on the scope and linkages of capacity strengthening interventions among teams and for synergized engagement with power entities. The framework guides capacity strengthening planning and implementation processes for all power entities, including regulatory, generation, transmission, distribution, and retail levels, as well as critical capacity strengthening community linkages with learning institutions and internships. The ICSF also emphasizes the importance of gender integration, with specific indicators for increasing women in leadership and technical positions, promoting gender equity, and creating women empowering workplaces. The framework aims to support the development of competent, skilled, and knowledgeable staff for core public service mandates, gender, and community engagement. Overall, the ICSF is a comprehensive framework that provides strategic guidance for capacity strengthening in the power sector, with a focus on organizational learning, gender integration, and community engagement. It aims to support the EAEP in achieving its project objectives and building self-reliant and high-performing power entities in East Africa. The framework's five categories - Systems, Strategy, Structure, Culture, and People - provide a structured approach to capacity strengthening, with specific indicators for each category.
