Abstract
SAEP addresses five key constraints to such investment, including ineffective regulation, low commercial viability of utilities, limited regional harmonization, lack of demonstrated clean and renewable energy technologies, and weak institutional and human resource capacity for energy sector management. The objective of SAEP's Component 2 is to improve the commercial viability of utilities, enabling them to operate as off-takers and increase access to electricity. In this regard, the CEO of the Electricity Generation Company of Malawi (EGENCO), William Liabunya, requested SAEP to support the Monitoring and Evaluation (M&E) function and develop a performance management (PM) capability within the utility to monitor and report progress toward obtaining the objectives of the EGENCO 2018-2033 Strategic Plan. The Scope of Work (SOW) for this task consists of six tasks, including assessing the current PM culture, organizational structure, and process; developing the new M&E system and performance scorecard; developing the new PM process; designing and developing a new PM organizational structure; communicating the new EGENCO PM structure, process, and scorecard; and implementing the improved EGENCO PM structure, process, tools, and scorecard. The purpose of Task 4 is to design and develop a new and more efficient PM structure to drive effective operational and strategic planning. This involves developing a new organizational structure for the M&E Department, clarifying the roles and responsibilities of the Executive Committee, Management Committee, Planning and Development Division, and M&E Department within the new structure, drafting new job descriptions and individual performance metrics, and reviewing project work products with SAEP and EGENCO teams. The new organizational structure for the M&E Department is designed to support effective operational and strategic planning. The structure includes a Chief of Monitoring and Evaluation, an Evaluation Specialist, and a Monitoring Specialist, each with specific roles and responsibilities. The Executive Committee, Management Committee, and Planning and Development Division also have defined roles and responsibilities within the new structure. The new PM organizational structure is designed to drive effective operational and strategic planning within EGENCO. The structure includes a clear definition of roles and responsibilities, new job descriptions, and individual performance metrics. The structure also includes a clear process for monitoring and evaluating progress toward the objectives of the EGENCO 2018-2033 Strategic Plan. The implementation of the new PM structure, process, tools, and scorecard is a critical component of the project. The new structure is designed to support effective operational and strategic planning within EGENCO, and the implementation plan includes a clear timeline and milestones for completion. The project team will work closely with EGENCO to ensure a smooth transition to the new PM structure and process.
