To achieve this, governments can take several action steps to target key challenges faced along the commercialization chain. These challenges include the development of public funds for basic agricultural R&D, the transfer of R&D into tech products, and the delivery of these products to smallholders. Governments can also support the commercialization chain by improving agricultural R&D, incentivizing the commercialization of R&D, and promoting the integrity of technologies. Prioritizing R&D based on farmer demand is essential, as is ensuring the quality and quantity of research outputs. Intellectual property enforcement is also critical to protect the rights of innovators and encourage investment in R&D. Governments can also promote the integrity of technologies by ensuring that they are safe, effective, and environmentally sustainable. In addition, governments can broaden and deepen rural financial markets to provide access to credit and other financial services for farmers. Building knowledge and market infrastructure is also essential to support the adoption of agricultural technologies. Policy harmonization at the local, regional, and national levels can help to create a conducive environment for the commercialization of R&D and the adoption of agricultural technologies. Effective legal and regulatory frameworks are also critical to facilitate the adoption of agricultural technologies. Government facilitation, rather than intervention, is key to supporting the commercialization of R&D and the adoption of agricultural technologies. By taking a facilitative approach, governments can create an enabling environment for the private sector to drive innovation and adoption, ultimately leading to improved agricultural productivity and food security.
