Abstract
The program focused on two objectives: strengthening the network and capacities of local actors, and enhancing inclusivity, safety, and resilience of receiving communities to extremism. To achieve these objectives, GCERF conducted a series of activities, including tailored training and guidance for governmental and non-governmental stakeholders on best practices of reintegration and prevention of violent extremism (PVE). The fund also established partnerships with global academic institutions, think tanks, and researchers for knowledge management of reintegration programming in Kosovo. GCERF aimed to contribute to building the field of reintegration and sharing evidence, as well as ensuring that lessons and good practices from the program are captured and disseminated globally. GCERF's capacity building process involved a comprehensive training and workshop program for civil society organizations (CSOs) on reintegration and relevant thematics. The fund managed and monitored the capacity building process through sequential and comprehensive training and workshops, providing CSOs with the skills needed to assess risks and different forms of extremism. GCERF also engaged in discussions with government stakeholders and frontline workers to identify their needs for technical capacity building support. The program's geographic focus was on Kosovo, with a specific emphasis on the Western Balkans region. GCERF's efforts to engage global experts in reintegration programming in Kosovo had a slow start due to unexpected assessments and the negative effects of the COVID-19 pandemic. However, the fund was able to articulate the needs of CSOs and frontline workers for technical capacity building support, and has since developed a clearer understanding of what the Communities of Practices (CoP) should highlight during the next twelve months. The program's implementation details included the establishment of partnerships with global academic institutions, think tanks, and researchers, as well as the development of training programs for frontline workers. GCERF also supported regional coordination among partners, with grantee representatives participating in frontline worker events, workshops, and fora across the region. The program's timeframes were not explicitly stated, but it is clear that the program was ongoing as of Q2 2023. The program's key findings and conclusions included the importance of strengthening the network and capacities of local actors, as well as enhancing inclusivity, safety, and resilience of receiving communities to extremism. GCERF's efforts to engage global experts in reintegration programming in Kosovo had a slow start, but the fund was able to articulate the needs of CSOs and frontline workers for technical capacity building support. The program's implementation details and geographic focus were also highlighted as key aspects of the program. The program's recommendations included the continued support of regional coordination among partners, as well as the development of training programs for frontline workers. GCERF also recommended the continued engagement of global experts in reintegration programming in Kosovo, as well as the development of a clearer understanding of what the Communities of Practices (CoP) should highlight during the next twelve months.
