Abstract
The model is designed to provide a framework for the implementation of energy efficiency measures in the country. The model is based on the principle of requiring energy suppliers to meet a certain percentage of their energy sales through the purchase of energy savings. The model is designed to address the energy efficiency gap in BiI, where the potential for energy savings is not being fully realized. The energy efficiency gap is estimated to be around 30% of the total energy consumption in the country. The model aims to reduce this gap by providing a financial incentive for energy efficiency investments. The obligation scheme model is based on the following principles: (1) the energy efficiency obligation is set at a level of 3% of the total energy sales, ( (2) the obligation is divided into two parts: one part is for the purchase of energy savings from the energy service provider, and the other part is for the implementation of energy efficiency measures in the buildings. The model also includes a mechanism for the verification of the energy savings and the calculation of the savings. The model is designed to be implemented through a partnership between the government, the energy sector, and the private sector. The model requires the establishment of a national energy efficiency agency to oversee the implementation of the scheme. The agency will be responsible for the setting of the obligation, the verification of the energy savings, and the calculation of the savings. The model is expected to provide a number of benefits including the reduction of greenhouse gas emissions, the reduction of energy consumption, and the creation of jobs in the energy efficiency sector.
