Abstract
PES covers the period 9/81-1/86 and consists of a facesheet and Mission comments attached to a final outside evaluation (XD-AAT-784-A). The Mission is satisfied with the evaluation (especially given the time constraints under which it was prepared), but notes that the lessons learned section does not adequately emphasize the failures of the contractors" performance and delivery. The key lesson learned by the Mission was that the responsibilities of the regional contracting officer and the Mission should be clearly stated at project start and that care should be exercised in choosing the type of contract to be used. The Mission agrees with a recommendation to define and enforce compliance with strict performance schedules for all contractors who have not fulfilled contract requirements. The Mission considers unnecessary recommendations to: (1) provide a technical and management advisor to Direccion Sectorial de Energia (DSE) for an additional year; (2) fund public information programs, training, and exchange programs and studies by DSE and other public and private sector entities; and (3) fund a follow-on to the transportation conservation measures demonstration project. Lastly, the Mission may provide: (1) further funding for feasibility studies and (2) a loan or grant to help implement the results of industrial energy conservation audits. Action decisions are to (1) publish the results of the DSE demand sector surveys, analyses, and energy pricing studies, and (2) implement the results of the energy audits.
