Abstract
PES covers the period 9/81-6/84 (but includes information through 11/84) and is based primarily on an unattached special evaluation. Implementation has been slower than expected due to contracting delays and to a reorganization of GOCR energy agencies. The Direccion Sectorial de Energia (DSE), a new GOCR unit, assumed responsibility for project implementation in mid-1982. Given the short period of time for which it has existed, DSE has developed satisfactorily. Although the GOCR has not specifically defined DSE"s role, it will most likely be one of producing information relevant to energy policymaking and setting the stage for others to take action. About 60% of project activities were completed by 3/84 and the work was well done. A pre-investment analysis of woody-biomass fuel use in industry has been completed and a Costa Rican version of the Envest energy investment analysis system is nearly complete, as is a national survey of residential energy use. A study of prices and sectoral energy consumption is underway. The Energy Planning Documentation Center library and information program are just being put in place. Training activities have been effective, although limited mostly to short-term activities involving one person. Long-term training has not been funded, but some exchange activities are planned. Much remains to be done. The National Energy Sector Plan for 1986-2006 is not yet finished, nor are studies of industrial energy conservation and alcohol-gasohol. In addition, the future role of and a source of outside funding for DSE must still be determined. Even so, it is expected that project objectives will be fulfilled by 6/85.
