The Energy Secure Philippines (ESP) Activity is a five-year project under the United States Agency for International Development (USAID) Philippines that aims to promote a more competitive power sector through investment mobilization, deployment of modern energy technology, and support in policy reforms and implementation.

Abstract
The ESP Activity aligns itself with the goals and objectives of the Asia Enhancing Development and Growth through Energy (EDGE) initiative of the United States Government. The project supports the Philippine Department of Energy's (DOE) Energy Sector Strategic Directions covering the period 2017 to 2040, which include ensuring energy security, expanding energy access, and promoting a low-carbon future. The ESP Activity also contributes to the attainment of the Government of the Philippines' national development agenda, AmBisyon Natin 2040, which aims to transition the Philippines into a middle-class society by 2040. The three-fold objective of the ESP Activity is to improve the performance of energy utilities, increase the deployment of advanced energy sources and systems, and enhance competition and improve the energy procurement process. The project will help increase energy investments to promote advanced technology deployment and boost the energy sector's resilience to natural and human-induced shocks and stresses. The Theory of Change for the Activity is that if the Philippines improves the performance of its energy utilities, increases utilization of advanced energy sources and systems, and adopts competitive and transparent opportunities for new energy investments, then the energy sector will be more secure and resilient, thus inclusive economic growth and self-reliance in the Philippines will advance. The overall goal of the ESP Activity is to mobilize at least USD 750 million of private investments in the energy sector and facilitate an additional capacity of at least 500 MW. The project will achieve this goal through various sub-activities, including improving the performance of electric utilities, increasing the deployment of advanced energy sources and systems, and enhancing competition in the power sector. The Performance Indicator Tracking Table (PITT) presents the initial targets from Year 1 to Year 5 as set against Long-term Objective (LOP) Targets. The table shows that the project aims to improve the financial and operational performance of energy utilities, increase the deployment of advanced energy sources and systems, and enhance competition in the power sector. The ESP Activity will achieve its objectives through various activities, including mobilizing key personnel, establishing office locations, and conducting rapid mobilization and start-up teams. The project will also engage with various stakeholders, including the Government of the Philippines, private sector partners, and civil society organizations, to promote a more competitive power sector and increase energy investments. The project's implementation will be guided by a Theory of Change, which outlines the expected outcomes and impact of the ESP Activity. The Theory of Change is presented in Exhibit 2, which shows that the project's expected outcomes include improved energy security, increased energy access, and enhanced competition in the power sector. The ESP Activity will be implemented over a period of five years, from November 19, 2020, to November 18, 2025. The project's implementation will be monitored and evaluated through various performance indicators, including the amount of investment mobilized, the generation capacity supported, and the number of beneficiaries with improved energy services. Overall, the ESP Activity aims to promote a more competitive power sector in the Philippines, increase energy investments, and enhance the energy sector's resilience to natural and human-induced shocks and stresses. The project's implementation will be guided by a Theory of Change, which outlines the expected outcomes and impact of the ESP Activity.
