Entente food production and entente livestock II

Evaluation covers the period 1976-12/81 and consists of a PES facesheet attached to a special evaluation (XD-AAB-001). Action decisions on the PES facesheet are as follows: (1) The EF project management team (PMT) should be restored to four qualified professionals as soon as possible. (2) Regional Economic Development and Services Office/West Africa (REDSO/WA) should initiate regular monthly meeting with PMT to review project performance and plans. (3) EF should improve the quarterly report content as per recommendation #4 of the attached evaluation; improve procedures and content of reporting from subprojects and forward them regularly to REDSO/WA; and correct deficiencies in compliance with A.I.D. regulations, notifying REDSO/WA of actions taken. (4) A concerted effort should be made to identify project weaknesses and correct them at the design stage of the proposed follow-on project. (5) Appropriate action should be taken on the 24 financial management recommendations made by Arthur Andersen and Co. in 9/81 (see attached evaluation, Appendix T).
