Abstract
Emergency public activity restrictions (PPKM) were in place for the entire semi-annual programming period and affected client service provision and uptake across Jakarta and Greater Jakarta. Despite COVID-19 related challenges, EpiC Indonesia initiated service delivery technical assistance across 28 new facilities in Greater Jakarta and achieved ambitious semi-annual Accelerate and Scale the Asia Program (ASAP) targets. Over the semi-annual period, 1,361 HIV positive men who have sex with men (MSM) and their partners were identified through EpiC's differentiated outreach approaches, up 49.7% from the 909 individuals identified during the previous semester. Community-initiated index testing HIV yields increased from 20% in the previous semester to 34% in the current semester. All Jakarta districts and 98% of 60 Jakarta ROP20 facilities maintained diagnosis-enrollment linkage rates of over 95%. Newly diagnosed people living with HIV (PLHIV) at 109 ASAP sites in Jakarta received rapid ART, with 62% receiving same-day ART. Implementation of technical assistance extended to 137 ASAP facilities and 14 CSOs in five districts in Jakarta and eight districts in Greater Jakarta. EpiC Objectives 1 and 2 have been merged to reflect the program's focus on both key and priority populations, as part of a district-level epidemic control initiative. The program aimed to attain and maintain HIV epidemic control among at-risk adult men, women, and priority populations, as well as key populations. Index testing services were curtailed over the semi-annual period due to the COVID-19 surge, and EpiC Indonesia focused on providing motivational interviewing capacity development for community-based implementers and integrating the index service testing package into routine community-based case management services. The program demonstrated improved community-initiated index testing cascade offer, acceptance, and yield rates. HIV yields increased from 20% in the previous semester to 34% in the current semester. The program also expanded the provision of index testing services to 17 West Java facilities, with acceptance rates substantially higher among PLHIV clients in West Java compared to those in Jakarta. Facility-initiated index testing performance in Jakarta remained high during the COVID-19 surge, with index testing offer rates remaining high and the numbers of individuals testing rising slightly from the previous semester.
