Abstract
The analysis centered on the subprograma "Apoyo a la Agricultura Familiar" within programa 6 and the subprograma "Educación Agropecuaria" within programa 7. The subprograma "Apoyo a la Agricultura Familiar" had a significant impact on the MAG's budget, with a total expenditure of Gs. 961.1 million in the BIENES DE CONSUMO rubro for the years 2012 and 2013. The majority of this expenditure was allocated to the "Adquisición de Combustibles" and "Combustibles y Lubricantes" categories, with a combined participation of 25.4% in 2012 and 22.1% in 2013. The group empresarial Bahía, specifically Barcos y Rodados and Estación Bahía, was the primary beneficiary of these contracts. The subprograma "Educación Agropecuaria" represented 61.9% of programa 7 in 2012 and 64.8% in 2013. The majority of the expenditure in this subprograma was allocated to the "Adquisición de Combustibles y Lubricantes Plurianual" category, with a total expenditure of Gs. 433.9 million in 2012 and Gs. 932.4 million in 2013. The analysis of the MAG's budget for the years 2003-2013 revealed a reduced growth rate in real terms, with an average annual growth rate of 8.6%. The growth was marked by cycles of high growth, such as the 61.8% increase in 2009, and periods of recession, including the -8.6% decrease in 2006, -15.1% decrease in 2007, -8.1% decrease in 2008, -7.1% decrease in 2010, and -30.4% decrease in 2013. The levels of execution of the MAG's budget were relatively low, with an average execution rate of 70% over the 10-year period. The 2008 budget had the lowest execution rate, with only 53% of the budget being executed. The analysis of the MAG's budget and procurement processes revealed a significant increase in the allocation of funds to the agricultural sector, particularly from 2009 onwards. The majority of the expenditure was allocated to the "Adquisición de Combustibles" and "Combustibles y Lubricantes" categories, with a combined participation of 25.4% in 2012 and 22.1% in 2013. The group empresarial Bahía, specifically Barcos y Rodados and Estación Bahía, was the primary beneficiary of these contracts.
