The Programa de Fomento para la Producción de Alimentos (PPA) is a program initiated by the Ministerio de Agricultura y Ganadería (MAG) in 2010 as part of the Marco Estratégico Agrario (MEA 2009-2018) and programs aimed at combating poverty.

Abstract
The program's objectives are to increase national production of quality food, both from agricultural and livestock sources, to promote access to these foods for farmers and urban markets, to improve the income of family members of the Agricultural Family, and to support the community in socio-economic activities. The program's target population includes families of farmers, communities of indigenous peoples, families in rural areas who meet the criteria for the Programa de Transferencias Monetarias con Corresponsabilidad (TMC), and other families belonging to the Agricultural Family sector through their organizations. The program has been found to prioritize direct attention to farmers through technical assistance and financing of micro-projects through transfers, with a coverage of over 38,000 small producers in 2014. The program is part of the gasto del eje "Desarrollo de la Agricultura Familiar y Seguridad Alimentaria" (AF and SA) of the MAG's structure, along with other programs such as Extensión Agraria, Fomento de la Producción de Alimentos por la Agricultura Familiar, and Desarrollo Agrícola de la Región Oriental. The proportion of the PPA's expenditure in the AF and SA axis was 28.3% in 2013, increasing to 30.9% in 2014, mainly due to the strong decrease in the expenditure of the "Apoyo a la Agricultura Familiar" program. The PPA's expenditure in real terms had a significant reduction of 44.2% between 2013 and 2014, which is observed when comparing the PPA's expenditure with the MAG's and AC's expenditures, as well as the PIB. The same occurs when comparing the AF and SA axis's expenditure with the MAG's and AC's expenditures, as well as the PIB, showing a reduction of almost half (49%) between 2013 and 2014. The MAG's total expenditure showed a slight reduction, mainly due to increases in the expenditures of the Programs of Administration (6.5%), the Program of Action "Fomento para el Desarrollo de la Competitividad Agropecuaria", and the Programs of Investment related to the AF, with a significant growth of 74.2% and a substantial volume of resources. This led to the conclusion that the Programs of Action of the AF have decreased the expenditure by half between 2013 and 2014, affecting the PPA significantly but increasing the investment expenditures. The PPA's expenditure in the AF and SA axis was 28.3% in 2013 and 30.9% in 2014, mainly due to the strong decrease in the expenditure of the "Apoyo a la Agricultura Familiar" program.
