Abstract
The evaluation aimed to assess the availability and quality of HIV/AIDS services in healthcare facilities across the country. The evaluation was conducted in 39 healthcare facilities, including hospitals, health centers, and clinics, in five provinces: Haut Katanga, Lualaba, Kinshasa, Tshopo, and Ituri. The facilities were selected based on their level of care, type, and geographic location. The evaluation team collected data on the availability of HIV/AIDS services, including antiretroviral therapy (ART), testing, counseling, and treatment. The results of the evaluation showed that the majority of healthcare facilities had ART services available, with 92% of facilities reporting the availability of ART. However, the availability of other HIV/AIDS services, such as testing and counseling, was lower, with 71% and 63% of facilities reporting the availability of these services, respectively. The evaluation also found that the availability of HIV/AIDS services varied by province, with facilities in Kinshasa and Haut Katanga reporting higher levels of availability compared to facilities in other provinces. Additionally, the evaluation found that the availability of HIV/AIDS services was higher in facilities that had received training and support from the Ministry of Health and other stakeholders. The evaluation identified several challenges and lessons learned, including the need for improved infrastructure, equipment, and supplies to support the delivery of HIV/AIDS services. The evaluation also highlighted the importance of training and capacity building for healthcare workers to improve the quality of HIV/AIDS care. Based on the findings of the evaluation, several recommendations were made to improve the quality of HIV/AIDS care in the Democratic Republic of Congo. These recommendations included the need for increased funding and resources to support the delivery of HIV/AIDS services, as well as the need for improved infrastructure, equipment, and supplies. The evaluation concluded that the quality of HIV/AIDS care in the Democratic Republic of Congo is improving, but there is still much work to be done to ensure that all individuals living with HIV/AIDS have access to high-quality care. The evaluation recommended that the Ministry of Health and other stakeholders continue to work together to improve the quality of HIV/AIDS care, including through the provision of training and capacity building for healthcare workers, the development of guidelines and standards for HIV/AIDS care, and the implementation of quality improvement initiatives. The evaluation was supported by the USAID ASSIST project, which aims to contribute to the reduction of morbidity and mortality, and the improvement of quality of life for adults and children living with HIV/AIDS in the Democratic Republic of Congo. The evaluation was conducted in collaboration with the Ministry of Health, the Programme National de Lutte contre le Sida (PNLS), and other stakeholders.
