Abstract
The evaluation of PPL's efforts was conducted to assess the status of program cycle implementation within USAID and to identify the internal enablers and constraints to effective program cycle support. The evaluation purpose was to assess the effectiveness of PPL's efforts in supporting the implementation of the program cycle, which is a key component of USAID's development strategy. The evaluation questions focused on the knowledge, attitudes, and roles related to the program cycle, as well as the experience implementing program cycle components. The evaluation design and methodology involved a mixed-methods approach, including surveys, interviews, and document reviews. The evaluation team collected data from various sources, including USAID/Washington, DC, and 12 missions. The data collection instruments included online surveys, in-depth interviews, and focus group discussions. The evaluation findings indicate that the program cycle is still in its early stages of implementation, and there is a need for increased awareness and understanding of the program cycle among USAID staff. The evaluation also found that the program cycle components contribute to better development outcomes, but there are challenges in implementing these components, particularly in the areas of knowledge management and capacity building. The evaluation identified several internal enablers and constraints to effective program cycle support, including the lack of clear guidance and policies, inadequate training and capacity building, and insufficient resources. The evaluation also found that the program cycle is not yet fully integrated into the USAID's development strategy, and there is a need for increased commitment from agency leadership. The evaluation team made several recommendations to improve the program cycle implementation, including the development of clear guidance and policies, provision of adequate training and capacity building, and increased commitment from agency leadership. The evaluation also recommended the establishment of a program cycle coordination team to facilitate the implementation of the program cycle. The evaluation findings and recommendations are intended to inform USAID's development strategy and to support the effective implementation of the program cycle. The evaluation was conducted under the contract number AID-OAA-M-12-00021 and evaluation mechanism number M/OAA/GRO/LMA-12-00800. The evaluation report provides a comprehensive assessment of the program cycle implementation within USAID and identifies the internal enablers and constraints to effective program cycle support. The report also provides recommendations to improve the program cycle implementation and to support the effective implementation of the program cycle.
