Quarterly Progress Report: January-March 2024

The program is designed to support the Mission's Performance Management Plan (PMP) and Activity monitoring, learning, and learning (MEL) plans. MEASURE II is organized into three components: Component 1, which provides technical assistance to the Mission; Component 2, which conducts evaluations, assessments, and assessments; and Component 3, which facilitates collaboration, learning, and adapting (CLA) activities. During the reporting period from January 1 to March 31, 2024, MEASURE II provided technical assistance to the Mission, including updating the PMP document and Tracking Tables (TTs) to reflect new indicators, latest actuals, and targets. The program also developed a Quarterly Monitoring, Evaluation, and Learning Achievements (QMEL) template for use by all USAID's Activities. MEASURE II provided one-on-one MEL assistance and consultations to four Activities and assisted eight Implementing Partners (IPs) and four USAID staff members in using the Performance Information Management System (BIHPERFORM). Under Component 2, MEASURE II published the Ex-Post Evaluation of USAID/BiH's Grant Assistance to Micro, Small, and Medium Enterprises in BiH (SGE) and Developing Sustainable Tourism Activity in Bosnia and Herzegovina (TURIZAM) evaluation. The program also initiated data collection for performance evaluations of the E-Governance Activity and five Local Works (LW) Activities, as well as the Country-Level Gender Analysis. MEASURE II completed data collection for the 2023 National Survey of Citizens Perceptions in Bosnia and Herzegovina (NSCP-BiH) and the 2023 Judicial Effectiveness Index of Bosnia and Herzegovina (JEI-BiH). Under Component 3, MEASURE II initiated preparations for a co-creation workshop on anti-corruption and investigative journalism, scheduled for May 2024. The program also collaborated with the Technical Assistance Project for Economic Growth (TAP EG) on the design of a learning project to be conducted by the Local Governance Assistance Activity (LGA). MEASURE II assisted the Mission in preparing for their participation in the upcoming event organized by the School of Economics and Business Sarajevo (SEB). MEASURE II is committed to implementing rigorous MEL activities as part of the USAID's development goals. The program is designed to foster a results-oriented approach and strengthen the Mission's MEL systems. MEASURE II's contract was modified in August 2023 to include a grant to a local research organization to strengthen local capacities for social research and program evaluation in BiH.
