Abstract
The project aims to achieve USAID/Tanzania's Country Development Cooperation Strategy (CDCS). The project's implementation is divided into four components: Evaluation, Assessment, and Research; Performance Monitoring and Reporting Strengthened; Internal and External Capacity Built; and Partnership with Government of Tanzania Ministries, Departments, and Agencies (MDAs). In Quarter 3 of Fiscal Year 2019, significant progress was made in these components. Component 1: Evaluation, Assessment, and Research achieved several key milestones, including the completion of the Mid-Term Performance Evaluation of the Kizazi Kipya Project, the Community Health and Social Welfare Systems Strengthening Program (CHSSP) Performance Evaluation, and the Sauti Midterm Performance Evaluation, which was uploaded to the Development Experience Clearinghouse (DEC). Component 2: Performance Monitoring and Reporting Strengthened made progress in developing and implementing performance indicators, with the development of the Data Quality Assessment (DQA) Tracker Table and the completion of the DQA Cycle 29. The project also strengthened its partnership with the National Bureau of Statistics (NBS) and the President's Office-Regional Administration and Local Government (PO-RALG). Component 3: Internal and External Capacity Built focused on building the capacity of the project team and its partners. The project organized a Community of Practice (CoP) Forum in May 2019 in Unguja, Zanzibar, and another in June 2019 in Pemba, Zanzibar, which brought together stakeholders from various sectors to share knowledge and best practices. Component 4: Partnership with Government of Tanzania Ministries, Departments, and Agencies (MDAs) made progress in strengthening partnerships with key government institutions, including the Office of Chief Government Statistician (OCGS) and the Local Government Authority (LGA). Financial management and administrative issues were also addressed in Quarter 3. The project's financial management was strengthened through the development of a financial management plan and the implementation of financial reporting and tracking systems. The project also made progress in staffing and appointments, with the recruitment of new staff members and the appointment of a new Contracting Officer Representative (COR). Overall, the Data for Development Activity in Tanzania made significant progress in Quarter 3 of Fiscal Year 2019, achieving key milestones and strengthening its partnerships with key stakeholders. The project's progress is expected to continue in Quarter 4, with a focus on implementing planned activities and achieving key performance indicators. The project's geographic coverage is Tanzania Mainland and Zanzibar, and its reporting period is from April 1, 2019, to June 30, 2019. The project's implementing partner is ME&A, and its subcontractors/sub-awardees are NORC at the University of Chicago and Hennice Inc. The project's financial management and administrative issues are addressed in the report, with a focus on financial management, staffing, and appointments.
