Abstract
SEPAS will implement the project in conjunction with the Instituto Nacional Forestal y de Fauna (INFOR) and the Oficina Nacional de Apoyo Alimentario (ONAA). SEPAS will coordinate national and local activities; monitor and supervise the entry, storage, distribution, use, and rebagging of Title II commodities; expand community development activities in health and sanitation, agricultural production and marketing, and education; assist INFOR regional technicians in selecting participating communities and train campesinos in tree planting; and provide nutritional educational assistance to ONAA regional nutritionists. INFOR will be responsible for the technical aspects of reforestation - training campesinos in seedling preparation, forest management, and land use; transporting and warehousing Title II commodities; and transporting other project commodities. ONAA will be in charge of Title II commodities from port of entry to the main warehouses and will provide at least one educational nutritionist in each region. The FFW program will provide temporary employment for 12,500 landless and near landless workers and 2,400 MT per year of Title II commodities which will temporarily supplement the diets of 243,000 beneficiaries. Health, sanitation, and nutrition education will be directed toward food supplement recipients. Reforestation activities will be aimed at eliminating erosion and increasing firewood and timber production. Amendment of 6/86 provides additional funding. As outlined in the amendment, the project now has seven objectives: reforestation and soil conservation activities; maternal/child supplemental feeding and health activities; reduced infant mortality; a growth surveillance system to determine Title II and child survival program impact; complementary projects such as small livestock-raising and community vegetable gardens; productive infrastructure; and income generation activities and vocational/handicraft training.
