Abstract
The project's purpose is to increase the prevalence of modern contraception and practice of child-spacing, with a focus on expanding family planning services and information to a wider number of Swazis. The project will consist of two phases, each lasting 2 1/2 years, with the first phase focusing on strengthening the Family Life Association of Swaziland (FLAS) and the second phase emphasizing expansion of family planning services in the private sector. The FHS Project will address identified needs in seven key areas of family planning program implementation. These areas include management and institutional development, service delivery expansion, information, education, and communication (IEC), program research and evaluation, leadership awareness, and commodities. The project will provide short-term technical assistance and training in key management areas, assist in strengthening the capabilities of FLAS and private sector clinics in providing family planning information and services, and support the expansion of FLAS' IEC unit. The project will also support the creation of a Research and Evaluation (R&E) unit within FLAS, which will be responsible for collecting program service statistics, monitoring program implementation, testing new service delivery techniques, and conducting periodic studies of client satisfaction and demand for services. Additionally, the project will supplement support for leadership awareness of the implications of population growth for national health and development prospects through national and local seminars and workshops. The FHS Project will fund procurement of computers and software, limited clinical equipment, office equipment, IEC supplies and equipment, furniture, and two vehicles. The project will also seek to strengthen the capabilities of FLAS and private sector clinics in providing family planning information and services, with a focus on expanding employer-based service delivery systems. Throughout the project, U.S.-based long and short-term technical assistance will be provided to support the implementation of the project's components. The project's implementation plan includes the establishment of an implementation schedule, procurement plans and responsibilities, and monitoring and evaluation responsibilities. The project will also have a budget and a financial plan, which will be outlined in the project's budget and AID payment plan. The project's technical, administrative, institutional, economic, social, and financial analyses will be conducted to ensure that the project is implemented effectively and efficiently. The FHS Project will have a significant impact on the health and well-being of the people of Swaziland, particularly women and children.
