Abstract
Agency for International Development (USAID) foreign assistance programs are outlined in the Federal Program Inventory for 2013. The inventory is a result of the GPRA Modernization Act of 2010, which requires a central inventory of all federal programs. This document describes the foreign assistance programs of the Department of State and USAID, as well as how each program supports the Joint State-USAID Strategic Goals and Strategic Objectives. The Department of State and USAID make progress towards the seven Joint Strategic Goals through State Operations and its foreign assistance programs. The Joint Strategic Goals are: Counter threats to the United States and the international order, and advance civilian security around the world; Effectively manage transitions in the frontline states; Expand and sustain the ranks of prosperous, stable, and democratic states; Provide humanitarian assistance and support disaster mitigation; Build a 21st century workforce; and achieve U.S. Government operational and consular efficiency and effectiveness, transparency, and accountability; and a secure U.S. government presence internationally. The Department of State and USAID foreign assistance programs are defined as the Foreign Assistance Dashboard sectors, which are organized under eight broader foreign assistance categories. These categories include Peace and Security, Democracy, Human Rights, and Governance, Health, Education and Social Services, Economic Development, Environment, Humanitarian Assistance, and Program Management. Each category has multiple sectors, and the programs under each sector support specific Joint Strategic Goals. The Department of State and USAID support programs under each of the categories, with a total of thirty-seven foreign assistance programs. These programs are designed to address various global challenges, including counter-terrorism, combating weapons of mass destruction, stabilization operations, and conflict mitigation. The programs also focus on promoting democracy, human rights, and good governance, as well as providing humanitarian assistance and support for disaster mitigation. The Department of State and USAID foreign assistance programs are aligned with the Joint State-USAID Strategic Goals, which are: Counter threats to the United States and the international order, and advance civilian security around the world; Effectively manage transitions in the frontline states; Expand and sustain the ranks of prosperous, stable, and democratic states; Provide humanitarian assistance and support disaster mitigation; Build a 21st century workforce; and achieve U.S. Government operational and consular efficiency and effectiveness, transparency, and accountability; and a secure U.S. government presence internationally. The programs under each category support specific Joint Strategic Goals, and the Department of State and USAID are in the process of developing the next Joint State-USAID Strategic Plan, which will include Strategic Objectives to support those goals.
