Abstract
The program aims to support the United States Agency for International Development (USAID)/Tanzania's Development Objective 2: Inclusive broad-based economic growth sustained. The ENGINE program is a three-year initiative that began on September 1, 2016, and will conclude on August 31, 2020. The program is led by IESC, in partnership with Mennonite Economic Development Associates (MEDA), International City/County Managers Association (ICMA), and local partner Diligent Consulting Limited. The program's primary objective is to support the growth of the Tanzanian economy by promoting private sector development, improving business environment, and enhancing the competitiveness of the country. The ENGINE program is structured into three components: Implementing Policies for Growth, Business Development Services, and Financing for Growth. The program will focus on supporting the development of policies and regulations that promote private sector growth, providing business development services to micro, small, and medium enterprises (MSMEs), and improving access to finance for MSMEs. The program will also focus on promoting gender and youth inclusion, as well as environmental sustainability. The program will work closely with the Government of Tanzania, local authorities, and other stakeholders to ensure that the program's activities are aligned with the country's development priorities. The ENGINE program will be implemented in several regions of Tanzania, including the Southern Agricultural Growth Corridor of Tanzania (SAGCOT). The program will also work closely with the Tanzania National Business Council (TNBC) and the Tanzania Chamber of Commerce, Industry and Agriculture (TCCIA) to promote private sector growth and development. The program's activities will be implemented through a range of interventions, including policy reform, business development services, and access to finance. The program will also conduct monitoring, evaluation, and learning (MEL) activities to ensure that the program's activities are effective and efficient. The ENGINE program is expected to contribute to the achievement of the program's development objective, which is to support inclusive broad-based economic growth in Tanzania. The program's outcomes are expected to include improved business environment, increased access to finance for MSMEs, and enhanced competitiveness of the Tanzanian economy. The program's budget for the third year of implementation (October 1, 2018 – September 30, 2019) is approximately $5.5 million. The program will be implemented by a team of experts from IESC, MEDA, ICMA, and Diligent Consulting Limited, who will work closely with local stakeholders to ensure that the program's activities are effective and efficient. The ENGINE program is expected to make significant contributions to the development of the Tanzanian economy, particularly in the areas of private sector development, business environment, and access to finance. The program's outcomes are expected to have a lasting impact on the country's economic growth and development.
