Abstract
IQC: AID-OAA-I-12-00031/AID-621-T0-16-00005, continued implementing the development of village land use plans and delivery of Certificates of Customary Right of Occupancy (CCROs) in Iringa, Mbarali, and Kilolo Districts. In June 2021, LTA started the process of starting the process of Village Land Use Plans and CCROs in Ukwama and Mtamba villages in Mbarali district. LTA completed preparatory works necessary to start adjudication and demarcation activities in Itamba village in Mbarali district. The activity involved providing adjudication and demarcation training to para-surveyors, members of Village Adjudication Committee, members of Village Land Council, and village leaders in collaboration with the Mbarali district DLO. In the reporting month, LTA made significant progress in land registration activities in Iringa district. The activity involved completing public display of the results of demarcation and adjudication for Lyamgungwe, Kikumbwe, Isupilo, Nyabula, Kihanga, and Wangama villages in Iringa district. LTA also completed public display of the results of demarcation and adjudication for Ng'enza and Mibikimitali villages in Iringa district. LTA delivered CCROs to the Mfyome, Sadume, and Ng'enza village land registries in Iringa district. The CCROs were delivered during CCRO issuance ceremonies attended by a representative of the Iringa district DLO, Ward Councilor, Ward Executive Officer, and village residents. LTA continued building the capacity of village land governance institutions and village residents through trainings on land rights, land use planning, and dispute resolution. The trainings were conducted in collaboration with the Mbarali and Kilolo district councils and the Regional Assistant Commissioner for Lands in Mbeya. LTA intensified its efforts to raise beneficiary contribution in villages in Mbarali and Kilolo districts prior to starting land use plan and adjudication and demarcation activities. The activity involved preparing and submitting draft memoranda of understanding to the Iringa and Mbarali district councils to ensure the continuity of USAID LTA technical assistance to the district councils. The draft memoranda of understanding were prepared to outline the modality of collaboration between LTA-NGO and the Iringa and Mbarali district councils. The MOU between LTA-NGO and the Mbarali District Council was signed during the reporting period, while the Iringa district council's decision on the draft MOU was still pending. LTA continued to make progress in implementing the beneficiary contribution model, which involves the development of village land use plans and the delivery of CCROs. The activity involved providing training to village land governance institutions and village residents on land rights, land use planning, and dispute resolution. The beneficiary contribution model aims to ensure the sustainability of LTA's activity through a financially and organizationally viable successor NGO. The model involves the development of village land use plans and the delivery of CCROs to village residents. LTA's progress in implementing the beneficiary contribution model was contingent upon beneficiary contribution. The activity involved providing training to village land governance institutions and village residents on land rights, land use planning, and dispute resolution.
