Abstract
PSSA is implemented by Tetra Tech ARD and small business subcontractor GeoPoll in Iringa, Mbeya, and Morogoro regions of the Southern Agricultural Growth Corridor of Tanzania (SAGCOT) and in Zanzibar (Unguja and Pemba). The activity's purpose is to increase economic opportunities for youth in Tanzania's private sector and to improve the business enabling environment for youth entrepreneurs and youth-led startups and businesses, primarily those within the agriculture sector and related value chains. PSSA achieves its purpose by meeting two complementary objectives. Objective 1 aims to strengthen the capacity of private sector associations to advocate for implementation and enforcement of policies that support youth entrepreneurs, startups, and businesses. This objective involves supporting associations to identify policies for which implementation and enforcement are most critical to private sector youth, measuring implementation and enforcement of critical policies, building association capacity to advocate for improved implementation and enforcement, and improving data collection that informs policy decisions to support private sector youth. Objective 2 focuses on strengthening the capacity of private sector associations to increase youth awareness of, access to, and utilization of financing opportunities, including non-traditional financing and government schemes. This objective involves increasing youth awareness of, access to, and use of market data and analysis that is accurate, timely, and relevant to youth entrepreneurs, startups, and businesses, increasing availability of business and financial services and opportunities matching to the needs of young entrepreneurs, startups, and businesses, and increasing youth awareness of, access to, and use of business development services. The activity will be implemented in partnership with the Government of Tanzania (Mainland) and the Government of Tanzania (Zanzibar), with a geographic coverage of SAGCOT: Iringa, Mbeya, and Morogoro, and Zanzibar: Unguja and Pemba. The planning period for the activity is from October 1, 2022, to September 30, 2023. The activity's budget is managed through a combination of USAID funding and in-kind contributions from the implementing partner and subcontractor. The activity's implementation schedule is outlined in Annex 2, with key milestones and deadlines for the completion of various tasks and activities. The activity's targets for FY 2023 are outlined in Annex 3, with specific indicators and metrics for measuring progress towards the activity's objectives. The activity's budgetary forecast is outlined in Annex 1, with detailed information on projected expenditures and income. The activity's cross-cutting priorities include ensuring effective coordination and activity management, conducting gender analysis and compliance during implementation, and promoting project outreach and communications. The activity also prioritizes climate change adaptation and mitigation, with a focus on reducing the activity's carbon footprint and promoting sustainable practices. The activity's implementing partner, Tetra Tech ARD, has a proven track record of implementing successful development projects in Tanzania and has a strong understanding of the local context and stakeholders. The subcontractor, GeoPoll, brings expertise in data collection and analysis, as well as experience working with private sector associations and youth-led businesses. Overall, the Feed the Future Tanzania Private Sector Strengthening Activity is a critical component of the USAID-funded Feed the Future initiative, which aims to improve food security and promote economic growth in Tanzania. The activity's objectives and strategies are aligned with the Government of Tanzania's development priorities and are designed to have a lasting impact on the country's private sector and youth-led businesses.
