The project will be implemented in two phases, with the first phase focusing on the development of a data processing system and the second phase focusing on the implementation of the system. The project will be implemented by a team of experts from the United States, led by Lawrence N. Bloomberg, who will provide technical services directly to the EAC. The team will consist of systems analysts, programmers, and other technical experts who will work on the development and implementation of the data processing system.
