Abstract
The project will be implemented in two phases, with the first phase focusing on the development of a data processing system and the second phase focusing on the implementation of the system. The project will be implemented by a team of experts from the United States, led by Lawrence N. Bloomberg, who will provide technical services directly to the EAC. The team will consist of systems analysts, programmers, and other technical experts who will work on the development and implementation of the data processing system. The project will be funded by the United States Agency for International Development (USAID) and the EAC will contribute a total of Shs. 149,100 (approximately $21,000). The USAID contribution is estimated at Shs. 74,500 (approximately $10,500). The project will involve the procurement of technical services from a US firm, which will be selected through a competitive bidding process. The contract will be awarded to the firm that meets the requirements of the EAC and USAID. The project will be implemented over a period of 12 months, with the first phase focusing on the development of the data processing system and the second phase focusing on the implementation of the system. The project will be monitored and evaluated by the EAC and USAID, with the aim of ensuring that the project is implemented in accordance with the agreed terms and conditions. The project will involve the provision of technical services, including the development and implementation of the data processing system, as well as the provision of training and support to the EAC staff. The project will also involve the procurement of equipment and software, as well as the provision of office space and other facilities. The total cost of the project is estimated at Shs. 2,500,000 (approximately $350,000), with the USAID contribution accounting for 30% of the total cost. The EAC contribution will account for 70% of the total cost. The project will be implemented in accordance with the agreed terms and conditions, which include the provision of technical services, the procurement of equipment and software, and the provision of training and support to the EAC staff. The project will be monitored and evaluated by the EAC and USAID, with the aim of ensuring that the project is implemented in accordance with the agreed terms and conditions.
