Abstract
The agreement was in effect from August 1, 2014, to February 2018. The program focused on developing and strengthening the technical and management skills of individuals responsible for community-managed water systems. The initiative also sought to promote the replication of the model in other areas. The agreement was extended for two additional months to conclude the consultancy on the anteproyecto de Ley del SENASA, the sistematization of good practices, and the event of closure and socialization of results. During the second trimester of FY5, which spanned from January 1 to February 28, 2018, several activities were carried out to close the project and the consultancy. The consultancy on the anteproyecto de Ley del SENASA resulted in the preparation of a final document that was delivered to the SENASA. The document will serve as an input for a more ambitious project that aims to create an instance that brings together all the institutions in the sector. The consultancy on the sistematization of good practices involved the conduct of 15 filmed interviews, 23 individual direct encounters, and group focal discussions with community-managed water organizations in six municipalities of the Canindeyú department and two municipalities of the Ñeembucú department. The interviews and group focal discussions were supported by audio and film recordings, which were accompanied by a document of authorization for the use of images for publication. Two closure events were held, one in Asunción and another in Curuguaty, the most central location in the area of implementation of the project. The first event took place on February 23 at the Hotel Guaraní in Asunción, and the second event took place on February 27 in Curuguaty. The events aimed to share the results with the largest number of local beneficiaries and to promote the replication of the model. The financial summary indicates that the total cumulative expenditure as of February 28, 2018, was $786,332.92. The breakdown of the expenditure includes salaries, fringe and benefits, other expenses, travel and transportation, equipment, supplies, contractual services, and other expenses. The total budgeted amount was $786,321, and the total expenditure for the period of January 1 to February 28, 2018, was $45,769. The personnel and office section indicates that the process of reducing personnel began in December, and the disassembly of the Curuguaty office was completed in January. The specialist in communication was linked to the project until February, and the coordinator was linked until January, when she concluded the consultancy on the Proyecto de actualización de la Ley del SENASA. The total personnel was incorporated into the Fundación Moisés Bertoni as part of the permanent staff of the organization, which is why the budget for indemnities was relocated to other rubrics.
