Abstract
The project prioritized six river basins in Arequipa, Cusco, Lima, Moquegua, Piura, and San Martín to achieve territorial-level results. The first phase of the project (2017-2023) had three objectives: improve conditions that favor the adoption of natural infrastructure, improve information management for decision-making on natural infrastructure, and generate natural infrastructure projects in vulnerable river basins. Additionally, the project had a transversal objective to incorporate a gender approach in natural infrastructure investments. The midterm evaluation (June 2017-March 2022) aimed to determine whether the project's design and modifications were relevant, identify the main results, and determine their contribution to achieving the objectives. The evaluation also aimed to assess the sustainability of the project's benefits after the project's execution period. The project achieved several objectives, including creating an environment conducive to the adoption of natural infrastructure, developing and disseminating tools, and designing and implementing natural infrastructure projects. The project also contributed to the creation of a market for natural infrastructure services and promoted the transversalization of the gender approach in natural infrastructure investments. Recommendations for stakeholders include continuing to systematize lessons learned, maintaining a record of consultants with experience in natural infrastructure project development, and consolidating capacities for natural infrastructure project development in regional and local governments. The project also recommends developing strategies for the transversalization of the gender approach and working with the Ministry of Women and Vulnerable Populations to address structural gender issues. The project's sustainability depends on consolidating information generated and making it accessible to communities, maintaining tools developed and disseminated with Peruvian authorities, and maintaining a portfolio of natural infrastructure investment projects. The project also aims to continue promoting the transversalization of the gender approach and working with institutions to address structural gender issues.
