Abstract
The program is implemented by the American University in Cairo (AUC) and is funded by the United States Agency for International Development (USAID]Egypt. The program's overall goal is to increase the effectiveness of key Government of Egypt (GOE) entities, improve enabling conditions promoting social equity, and enhance inclusive economic development. The program's indicators of success include increasing the effectiveness of key GOE entities, improving the quality of education through high-quality tertiary education for Egyptian youth, and expanding economic empowerment opportunities for women and youth. The program's activities include providing scholarships to promising Egyptian students with high financial need to obtain undergraduate degrees in public and private universities. The program aims to award at least 700 scholarships, with at least 10% of the scholarships going to persons with physical disabilities and at least 50% going to female students. The program also aims to provide short-term technical training to at least 280 mid-career GOE professionals through U.S. university programs or visiting scholars. The program's implementation is divided into four quarters, with the first quarter focusing on recruitment of activity staff and partner positions. The program's office space is assigned at the AUC's Cairo and Tahrir campuses, and the VAT letter is submitted to the Taxation Authority to obtain exemption. The program's procurement process is undertaken in coordination with the AUC's Procurement Office and Principal Investigator Support Unit (PISU). The program's short-term technical training is delivered through U.S. university programs or visiting scholars, with a focus on mid-career GOE professionals. The program's activities are coordinated with USAID and stakeholders, including the Ministry of Higher Education and Scientific Research (MOHESR), the Ministry of Education and Technical Education (MOETE), and the Ministry of Social Solidarity (MOSS). The program's Advisory Board is convened and chaired by the Government Representative and Counselor of AUC to maintain collaborative relationships with stakeholders from the GOE, non-GOE, and other organizations. The Advisory Board meets bi-annually and provides strategic support and guidance to the program's implementation. The program's Preliminary Sectors Assessment Report is developed through mapping and desk research of GOE and USAID/Egypt high-level long, medium, and short-term development frameworks, strategies, and policies. The report is reviewed and approved by the USAID Egyptian Pioneers AOR and validated by GOE representatives and stakeholders. The program's activities are informed by consultation meetings with USAID and other stakeholders, including Climate Change Experts at USAID. The program's overall goal is to increase the effectiveness of key GOE entities, improve enabling conditions promoting social equity, and enhance inclusive economic development.
