Abstract
The program was implemented by Chemonics International Inc. and was funded by the United States Agency for International Development. The program's main objective was to support regulatory reform, streamline business processes, improve labor skills and productivity, strengthen the financial sector, and promote entrepreneurship. Regulatory reform was a key focus area for the program. Support for regulatory reform included activities such as drafting and reviewing laws and regulations, providing training to government officials, and facilitating stakeholder engagement. The program also supported the development of a unified business registry, which aimed to simplify the process of registering businesses in Egypt. The registry was launched in 2011 and allowed businesses to register online, reducing the time and cost associated with registration. The program also focused on improving labor skills and productivity. This was achieved through vocational and technical training programs, entrepreneurship promotion, and the development of a public-private partnership with Cairo International University. The training programs aimed to equip workers with the skills needed to compete in the global market, while the entrepreneurship promotion activities aimed to support the growth of small and medium-sized enterprises. In addition to these areas, the program also focused on strengthening the financial sector. This included support for non-banking supervision, pension reform, and small and medium-sized enterprises access to finance. The program also supported the development of a customer relationship management system, which aimed to improve the efficiency and effectiveness of financial institutions. The program's cross-cutting component included activities such as training and procurement, grants, monitoring and evaluation, communications and public awareness, and program management. The program's financial management was also a key area of focus, with the program working to improve the efficiency and effectiveness of financial management systems. The program's performance was evaluated through a performance management plan, which included indicators such as the number of businesses registered, the number of workers trained, and the number of small and medium-sized enterprises supported. The program's progress was also monitored through regular reports submitted to USAID. Overall, the Egypt's Competitiveness Program made significant progress in improving the business environment and increasing competitiveness in Egypt. The program's focus on regulatory reform, streamlined business processes, improved labor skills and productivity, and strengthened financial sector helped to create a more favorable business environment for entrepreneurs and businesses. The program's success was also reflected in the improved performance of the Egyptian economy, with GDP growth increasing and unemployment rates decreasing during the program's implementation period.
