Abstract
The organization recognizes the critical role of fish in providing essential nutrients for human development, particularly for 2.5 billion people worldwide who rely on fish as a primary source of protein. Fish is also a vital source of omega-3 fatty acids, vitamin A, iron, zinc, and calcium, making it essential for normal brain and eye development in infants. The Alliance employs a system-wide approach to enhance livelihoods and biodiversity, balancing economic, environmental, governmental, and social components. This approach is facilitated through the SCALE framework, a process, and a set of practical tools and techniques that catalyze system-wide change. The SCALE framework consists of six key elements: mapping the context, catalyzing coalitions, creating solutions, acting, valuing, and identifying stakeholders and leverage points for action. The SCALE framework is designed to address the tragedy of the commons, where natural resource management requires adaptability due to limited resources and changing global priorities. Effective tools, such as social marketing, exist to support the implementation of sustainable practices. The SCALE framework has been applied in various countries, including Montenegro, Morocco, Mali, Ethiopia, Kenya, Mozambique, Madagascar, Egypt, Palestine, and Cambodia, among others. In Cambodia, the Global FISH Alliance is working to improve fisheries management and promote sustainable fishing practices. The organization is committed to enhancing livelihoods, improving governance, increasing society participation, and adopting best practices in conservation. The SCALE framework is being used to identify stakeholders and leverage points for action, commit to a common goal, negotiate collaborative and sustainable solutions, apply multiple social change methodologies, and assess process and impact. The SCALE framework emphasizes the importance of a system approach, early participation across sectors, transparent and real-time information sharing, local capacity building, partnerships and collaboration, stakeholder commitments, and ownership of the process. By adopting a demand-driven approach, the Global FISH Alliance aims to promote sustainable fisheries and aquaculture practices in Cambodia, ultimately contributing to improved food security and livelihoods for local communities.
