Abstract
The program is part of the USAID-Morocco's Reading for Success Program (RFS) and aims to improve reading and writing skills among primary school students. The NPR program was initially designed to focus on strengthening the Arabic Language Curriculum in Grades 1-4 and scaling up experimental lessons and results throughout public education. However, in response to a formal request from the MoE and USAID, the program's scope was expanded to include curriculum development for Grades 5 and 6. This updated work plan introduces new scale-up activities, eliminates activities that are no longer aligned with the MoE and USAID's priorities, and modifies existing activities to ensure the cohesion of the program's activities and the development of a harmonized curriculum throughout the elementary school cycle. The major change in the work plan is the addition of the Grades 5-6 curricula, which will support the MoE in developing new Arabic Language curriculum, improving the quality of Arabic language materials, and training publishers and Ministry staff on textbook development. The program will also continue to support teachers in using supplementary materials for reading and writing in the classroom and provide resources to encourage learning beyond the classroom. The NPR program will be implemented through a series of activities, including curriculum development, teacher training, and capacity building. The program will also engage in research and learning, capacity building planning, national and regional dialogues about early grade literacy and the Arabic language curriculum, and provincial dialogues about early grade literacy and the Arabic language curriculum. The program's work plan for Fiscal Year 2020 includes several key activities, including rapid mobilization, cross-cutting activities, and implementation of the NPR program. The rapid mobilization activities include office set-up, work planning, branding and marking planning, MEL planning, quarterly reporting, and project fact sheet preparation. The cross-cutting activities include research and learning, capacity building planning, national dialogue about early grade literacy and the Arabic language curriculum, regional dialogues about early grade literacy and the Arabic language curriculum, and provincial dialogues about early grade literacy and the Arabic language curriculum. The NPR program will be implemented in collaboration with the MoE, USAID, and other stakeholders, and will be monitored and evaluated through a series of indicators and benchmarks. The program's success will be measured through improvements in reading and writing skills among primary school students, as well as the development of a harmonized curriculum throughout the elementary school cycle.
