Abstract
The strategy also aims to communicate messages that ensure the activity is continually aligned with the Ministry's strategies. The RFS-NPR communications strategy targets three main audiences: decision makers, beneficiaries, and other relevant ministries and offices in the Government of Morocco, as well as international and Moroccan NGOs and other donors working in the field of early grade education in Morocco. The strategy focuses on raising awareness of the importance of learning to read at an early age, the impact of RFS-NPR on primary-grade students' improved ability to read and write, and the effectiveness of the RFS-NPR approach in enhancing teachers' capacity and improving students' learning. The proposed communication and outreach activities include headline events, printed materials, media, and multimedia. Headline events will highlight USAID's commitment to support the overall strategic development goals of the Government of Morocco, while printed materials such as posters, certificates, displays, banners, success stories, fact sheets, and program highlights will be used to display project name and branding, highlight successes of USAID/RFS-NPR, and showcase specific RFS-NPR achievements and contributions. Media outreach activities will include press releases, radio, and other forms of media to reach a wider audience and promote the project's progress, competitions, quizzes, and awareness campaigns. The strategy also includes a multimedia component, which will be used to communicate key messages and promote the project's achievements. The RFS-NPR communications strategy aims to increase the awareness of U.S. and Moroccan public of the USAID contribution in the advancement of the quality of literacy among Moroccan students at the primary school. The strategy is composed of two main objectives: awareness and visibility. The awareness objective aims to create awareness of the importance of learning to read at an early age, the impact of RFS-NPR on primary-grade students' improved ability to read and write, and the effectiveness of the RFS-NPR approach in enhancing teachers' capacity and improving students' learning. The visibility objective aims to raise the visibility of USAID as a strategic technical partner to the Ministry by supporting its education reform initiatives, through publicizing and celebrating the successes of communities and other stakeholders who participate in the program, and responding to requirements and requests of USAID and host government counterparts. The RFS-NPR communications strategy will be implemented over the project lifetime, with most activities being delivered once, while some will be implemented as routinely scheduled, ongoing USAID/RFS-NPR activities. The strategy will be monitored and evaluated to ensure its effectiveness in achieving its objectives and promoting the project's achievements. The RFS-NPR communications strategy will be implemented in partnership with the Ministry of National Education, Vocational Training, Higher Education, and Scientific Research, and will involve the use of various communication channels and tools to reach a wide audience and promote the project's achievements. The strategy will be an essential component of the RFS-NPR project, and will play a critical role in promoting the project's objectives and achieving its goals.
