Abstract
The manual is a result of a collaborative effort between the ECOWAS Early Warning Center, the ECOWAS Gender Development Center, and the ECOWAS Gender Directorate, with technical and financial support from the USAID REWARD project. The manual is structured around five main chapters, each focusing on a critical aspect of integrating gender into early warning and response. Chapter 1, "Why Gender Integration is Important in Early Warning," introduces the concept of gender integration and its significance in early warning systems. It highlights the importance of considering gender roles, norms, relations, structures, and other factors that shape the experiences and perceptions of men and women. Chapter 2, "Gender Integration for Data Collection and Reporting," provides guidance on how to apply a gender-sensitive lens to data collection and subsequent analysis. It includes a checklist for "do no harm" and context sensitivity, as well as practical tips on integrating gender into incident and situation reports. Chapter 3, "Gender Integration for Data Analysis," focuses on analyzing gender in early warning reports and identifying vulnerabilities and resilience. It provides a framework for conducting gender analysis and highlights the importance of considering the intersectionality of gender with other factors such as age, ethnicity, and socioeconomic status. Chapter 4, "Gender Integration for Response," emphasizes the need to integrate gender into early response efforts. It provides guidance on how to develop response options that take into account the different needs and capacities of men and women, and highlights the importance of involving women in decision-making processes. Chapter 5, "Gender Transformative Leadership for Early Warning and Response," explores the role of leadership in promoting gender transformative practices in early warning and response. It provides minimum standards for gender-transformative leadership and highlights the importance of creating an enabling environment for women to participate in decision-making processes. The manual is designed to be a practical tool for early warning practitioners, providing them with the necessary guidance and framework to integrate gender into their work. It is also intended to serve as a resource manual for training in gender integration and as a reference tool for other Regional Economic Communities within the African Continent. The development of the manual is a significant milestone in the work of the ECOWAS Early Warning Center, marking a shift towards a more gender-sensitive approach to early warning and response. The manual is expected to contribute to the strengthening of early warning systems and the promotion of human security in the ECOWAS region.
