Abstract
The checklist is intended for Direct Access Entities and National Designated Authorities to the Green Climate Fund and similar climate financers. It aims to provide a simple and concise resource for assessing whether GESI is being effectively mainstreamed in climate finance projects, identifying issues of non-compliance, and areas for additional action. The checklist is based on the concept of GESI mainstreaming, which is a globally accepted strategy for promoting gender equity and social inclusion. GESI mainstreaming involves integrating GESI perspectives and attention to gender/GESI outcomes into all activities, including planning, research, policy, and program development, resource allocation, activity implementation, and project monitoring and evaluation. The tool is adapted from materials developed by USAID Climate Ready GESI Specialists working with partners across the South Pacific, including Fiji, Federated States of Micronesia, Kiribati, and Samoa. The USAID Climate Ready Project is a five-year regional project funded by the United States Agency for International Development (USAID) and implemented by DT Global, a United States-based institutional contractor with worldwide experience implementing environment programs. The project works in 11 Pacific Island Countries (PICs) to prioritize areas of support that align with their climate and disaster resilience plans and goals. The project's objectives include drafting and implementing policies that achieve national adaptation goals, accessing and utilizing international sources of climate financing, and improving systems and expertise to better manage and monitor adaptation projects. The GESI Mainstreaming Checklist for Climate Finance Projects is designed to address the following key areas: 1. Understanding GESI mainstreaming and its importance in climate finance projects 2. Identifying common misconceptions around GESI 3. Assessing whether GESI is being effectively mainstreamed in climate finance projects 4. Identifying issues of non-compliance and areas for additional action The checklist provides a framework for organizations to assess their GESI mainstreaming efforts and identify areas for improvement. It includes a glossary of terms related to GESI mainstreaming, including definitions of key concepts such as gender, gender equity, and social inclusion. The USAID Climate Ready Project has worked with partners across the South Pacific to develop the GESI Mainstreaming Checklist for Climate Finance Projects. The project's experience and expertise in promoting GESI mainstreaming in climate finance projects have informed the development of this tool.
