The Pacific-American Climate Fund (PACAM) is a grant-making facility established to provide climate change adaptation grants to civil society organizations (CSOs) in the Pacific Islands.

Abstract
The fund is managed by Partners for Global Research and Development, LLC (PGRD) and is supported by the United States Agency for International Development (USAID). The objective of the PACAM program is to establish a transparent grant-making facility to provide and monitor climate change adaptation grants to CSOs, in order to support innovative projects that reduce long-term vulnerabilities associated with climate change. The PACAM program focuses on three areas of strategic engagement: Grants Management, Capacity-Building, and Communications and Outreach. The program aims to achieve four key results: establishing a grant-making facility that is being accessed by CSOs, supporting the implementation of climate change adaptation measures through the grants facility, improving the financial and managerial capacities of CSO-grantees in implementing climate change adaptation projects, and disseminating lessons learned of effective climate change adaptation strategies. The PACAM Results Framework provides the structure for program activities, which are targeted towards the achievement of the four key results. The framework includes four key results: Result 1, to establish a grant-making facility that is being accessed by CSOs; Result 2, to support the implementation of climate change adaptation measures through the grants facility; Result 3, to improve the financial and managerial capacities of CSO-grantees in implementing climate change adaptation projects; and Result 4, to disseminate lessons learned of effective climate change adaptation strategies. In Year 1 of implementation, PACAM focused on establishing operations in the Program Head Office and PACAM Regional Fund Management Offices (RFMOs) in the Pacific Islands, establishing the grant award and management framework, and initiating the selection process for the awarding of grants. Preparations were also made for formal Solicitation launches to encourage grant applications from the twelve countries and raise public awareness of the grants program through launches in Papua New Guinea, Fiji, and the Republic of the Marshall Islands. The PACAM program has established a grant-making facility that is being accessed by CSOs in twelve Pacific nations: Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu. The program office is based in Manila, Philippines, with regional fund management offices (RFMOs) in Pohnpei, Federated States of Micronesia (phased out in Year 4); Port Moresby, Papua New Guinea; and Suva, Fiji. The Year 5 PACAM Work Plan provides an outline of the activities to be undertaken to enhance and maintain the overall management and administrative infrastructure of the PACAM Program. The work plan focuses on the three areas of strategic engagement: Grants Management, Capacity-Building, and Communications and Outreach. The program aims to achieve the four key results outlined in the PACAM Results Framework. The PACAM program has made significant progress in establishing a grant-making facility that is being accessed by CSOs in the Pacific Islands. The program has also supported the implementation of climate change adaptation measures through the grants facility, improved the financial and managerial capacities of CSO-grantees in implementing climate change adaptation projects, and disseminated lessons learned of effective climate change adaptation strategies.
