Abstract
During the project"s first phase, from February to August 1987, the period which encompasses the constitutional referendum and local elections, CAPEL will provide TA to the GOH"s Ministry of Information to help it structure and carry out a varied mass media publicity campaign about elections and about democracy in general. CAPEL will also provide financial support for selected publicity activities designed to reach the maximum number of people as rapidly as possible. A second component will utilize private organizations to encourage civic participation. The Haitian Institute for Research and Development (IHRED) and the Human Resource Development Center (HRDC) will design, test, and refine a set of materials on civic participation. Following this, a rural outreach program using these materials, and based on other successful HRDC campaigns, will be developed to disseminate this message. This campaign will use various media, but concentrate on local radio programs, outreach by trained rural educators or animateurs, and video clips shown by itinerant video caravans. Use of other religious or civic organizations will be considered in support of the goal of reaching maximum numbers, especially in the rural population, with appropriate messages. Successful completion of this first phase will lead to consideration of funding for a second phase promoting the November presidential and congressional elections.
