Abstract
The project aims to provide support for Haitian justice sector institutions, with the long-term goal of establishing more effective and enduring democratic institutions that can respond to the needs of the Haitian people, reinforce the rule of law, and foster respect for human rights. The project purpose is to improve the effectiveness, accessibility, and accountability of the Haitian justice system. To achieve this purpose, the Agency for International Development (A.I.D.) plans to grant the Government of Haiti an amount up to Four Million United States Dollars (US $4,000,000) over three years to finance technical experts, intensive advisory services, training, technical assistance, commodities, and other services. The project is expected to be completed within three years, subject to the availability of funds and the A.I.D. budget. The grant will be provided in increments, with the initial increment made available in accordance with Section 3.1 of the agreement. Subsequent increments will be subject to the availability of funds to A.I.D. for this purpose and to the mutual agreement of the parties at the time of a subsequent increment. The parties may specify in Project Implementation Letters appropriate time periods for the utilization of funds granted by A.I.D. under an individual increment of assistance. The grant agreement requires the Grantee to meet certain conditions precedent to disbursement, including providing a statement of the name of the person or persons holding or acting in the office of the Grantee, evidence of the establishment of plans and procedures for the administration and implementation of the project, and evidence of the designation and appointment of a Project Manager. Upon meeting these conditions, A.I.D. will promptly notify the Grantee. The project will be implemented in accordance with the terms and conditions of the grant agreement, including the provisions for procurement, disbursement, and project evaluation. The grant agreement also includes provisions for the administration and management of the project, including the designation of a Project Manager and the establishment of plans and procedures for the administration and implementation of the project. The project is expected to have a significant impact on the Haitian justice system, improving the effectiveness, accessibility, and accountability of the system and contributing to the establishment of more effective and enduring democratic institutions. The project will also provide support for Haitian justice sector institutions, including the training of technical experts and the provision of technical assistance and commodities.
