Abstract
The purpose of this agreement is to set out the understandings of the parties with respect to the undertaking by the Grantee of the Project described below, and with respect to the financing of the Project by the Parties. The Project is a key component of a broader USAID project for Enhancing Food Security in Haiti. The purpose of the Overall Project is to increase food security among poor families in the most food insecure areas of Haiti in the short, medium, and long term. The Project, which is further described in Annex I, has as its purpose the development of policy and information systems for food security in Haiti. The Project consists of two related sets of activities: the development and implementation of an operational food security policy and strategy, and the improved collection, collation, analysis, dissemination, and use of food security information for decision making by the Government of Haiti, non-governmental organizations (NGOs), and international donors. The Project will finance technical assistance, training, commodities, and related items of cost to achieve its purpose. A.I.D.'s contribution to the Project will be provided in increments, with the initial one being made available in accordance with Section 3.1 of this Agreement. Subsequent increments will be subject to availability of funds to A.I.D. for this purpose, and to the mutual agreement of the Parties, at the time of a subsequent increment. A.I.D.'s planned contribution to this Project is in an amount not to exceed Five Million Eight Hundred Thousand United States Dollars ($5,800,000). The Grant, which is a component of the overall financing of the Project, is in an amount not to exceed One Hundred Thousand United States Dollars ($100,000). If at any time A.I.D. determines that its contribution to the Project under subsection 3.1 (a) exceeds the amount which reasonably can be committed for Project purposes during the current or following U.S. fiscal year, upon written notice to the Grantee, A.I.D. may withdraw the excess amount, thereby reducing the amount of the Grant as set forth in Section 3.1 (a). The Project will be implemented within the limits of the above definition of the Project, and elements of the amplified description stated in Annex I may be changed by written agreement of the authorized representatives of the Parties named in Section 8.2, without formal amendment of this Agreement. The Project Assistance Completion Date is a key milestone in the implementation of the Project, and the Parties, after consultation, may specify in Project Implementation Letters appropriate time periods for the utilization of funds granted by A.I.D. under an individual increment of assistance. The Project will be financed through a combination of technical assistance, training, commodities, and related items of cost. The Grant will be used to support the implementation of the Project, and the Parties will work together to ensure that the Project is implemented in a timely and effective manner. The Project will be monitored and evaluated regularly to ensure that it is meeting its objectives and to identify areas for improvement.
