Abstract
The project was implemented by the Pan American Development Foundation (PADF) in partnership with the United States Agency for International Development (USAID) from September 18, 2019, to September 30, 2021. The project's main objective was to strengthen the capacity of the Guyana Extractives Industry Transparency Initiative (GYEITI) Secretariat to perform its coordinating, administrative, and other functions. This involved improving the local partner's capability to meet transparency, oversight, and accountability standards. The project also aimed to enhance the GYEITI's communications and knowledge, as well as the capacity of the Multi-Stakeholder Group (MSG) to perform its decision-making and oversight role in upholding the EITI standard and processes. To achieve these objectives, the project implemented several activities, including conducting a baseline capacity assessment of GYEITI, providing tools, technical assistance, and capacity building to GYEITI, and developing and implementing communications and outreach strategies for GYEITI. The project also facilitated consensus-building dialogues and established guides within the MSG, shared relevant best practices and lessons learned from countries in the region, and conducted a gender analysis to identify gender-related issues and recommend actions to improve management and transparency of gender-sensitive issues. The project also focused on addressing obstacles affecting mainstreamed disclosures by government and private sector entities, including supporting the development of the second EITI report and establishing a roadmap for EITI compliance. Additionally, the project aimed to improve the capacity of civil society organizations to support transparency, including providing technical assistance and capacity building for local CSOs by transparency organizations from the LAC region, and training and supporting independent media and investigative journalists to raise awareness on EITI. The project's results were monitored and evaluated on a quarterly basis, involving a mixture of quantitative and qualitative data and information. The project's achievements included improved local partner capability to meet transparency, oversight, and accountability standards, enhanced GYEITI communications and knowledge, and improved capacity of the MSG to perform its decision-making and oversight role in upholding the EITI standard and processes. The project's conclusions and recommendations highlighted the importance of continued support for the GYEITI and the MSG in upholding the EITI standard and processes. The project also emphasized the need for sustained efforts to address obstacles affecting mainstreamed disclosures by government and private sector entities, and to improve the capacity of civil society organizations to support transparency.
