Abstract
The program aims to build the GOH's capacity to lead and finance the health sector, and improve the GOH's planning and oversight of the health workforce. The HLP is implemented by Management Sciences for Health (MSH) and local solution partners Group Croissance (GC) and the Centre de Formation et d'Encadrement Technique (CFET). The HLP's two objectives are to build the GOH's capacity to lead and finance the health sector, and to improve the GOH's planning and oversight of the health workforce. The program is implemented in collaboration with the MSPP, and focuses on strengthening the health system through the development of policies, guidelines, and systems. The HLP also works to improve the management and use of internal revenue in the health sector, and to increase the sustainability of health financing. The HLP has made significant progress in achieving its objectives, particularly in the area of building the GOH's capacity to lead and finance the health sector. The program has supported the MSPP in analyzing the health financing context in Haiti, and has assessed the management and use of internal revenue in 74 health institutions. The HLP has also trained seven UEP staff as data collectors and supervised the data collection process. The HLP has also made progress in improving the GOH's planning and oversight of the health workforce. The program has worked with the MSPP to develop policies and guidelines for the health sector, and has supported the development of a human resources management system. The HLP has also provided technical assistance to the MSPP to improve the management and use of human resources in the health sector. The HLP has also made progress in strengthening the health system through the development of policies, guidelines, and systems. The program has worked with the MSPP to develop a health financing strategy, and has supported the development of a health information system. The HLP has also provided technical assistance to the MSPP to improve the management and use of health information in the health sector. The HLP has also made progress in increasing the sustainability of health financing. The program has worked with the MSPP to develop a sustainable financing plan for the health sector, and has supported the development of a health financing system. The HLP has also provided technical assistance to the MSPP to improve the management and use of health financing in the health sector. The HLP has also made progress in improving the management and use of internal revenue in the health sector. The program has worked with the MSPP to assess the management and use of internal revenue in 74 health institutions, and has supported the development of a system for managing and using internal revenue in the health sector. The HLP has also made progress in improving the health information system. The program has worked with the MSPP to develop a health information system, and has supported the development of a system for managing and using health information in the health sector. The HLP has also provided technical assistance to the MSPP to improve the management and use of health information in the health sector.
