Abstract
The program aims to strengthen the Government of Haiti (GOH) as the steward of the health sector, increasing its control over financial and human resources. HLP's two objectives are to build GOH capacity to lead and finance the health sector and improve GOH planning and oversight of the health workforce. HLP's implementation plan, narrative, and budget were submitted to USAID on May 31, 2019, and were reviewed and revised based on comments and feedback from USAID and the Ministère de la Santé Publique et de la Population (MSPP). The project team met with the MSPP on several occasions to present the HLP project and review proposed activities. The HLP team is in the process of finalizing all year 1 deliverables and will resubmit them for approval by October 31, 2019. The project also submitted the Monitoring, Evaluation, and Learning (MEL) Plan to USAID on July 31, 2019, and is revising the plan to ensure alignment with the new version of the work plan. The project will submit the revised MEL Plan in October 2019. HLP finalized and signed the official subawards with GC and CFET this quarter and conducted an orientation session with the partners on the requirements and regulations in the subawards. In terms of current project activities, HLP worked jointly with the Unité d'Etudes et de Programmation (UEP) to develop terms of reference for a workshop for hospitals to share experiences and lessons learned from using electronic cash registers. The project will provide logistical and technical assistance to the Direction d'Administration et du Budget (DAB) and the UEP to conduct the workshop next quarter. The MSPP has requested support from HLP to further diagnose and analyze the current health financing context in Haiti, focusing on the management and use of internal revenue, external funding, and the role of the private sector in health financing. HLP will assist the MSPP in reviewing documentation, drafting an agenda for the workshop, and facilitating the workshop itself. The project has also received equipment, office supplies, and two vehicles from Chemonics during the reporting period. In the next quarter, HLP plans to purchase any remaining office supplies needed to complete office setup. The project will also finalize the office layout, purchase office equipment and supplies, and submit the project MEL Plan for approval. HLP's management priorities for the next reporting period include completing all required reports, finalizing the HLP PY1 work plan, submitting the project MEL Plan, and finalizing office setup. The project will require staff time to complete these tasks, and HLP will submit a revised implementation plan, narrative, and budget in response to USAID and MSPP comments and feedback by October 31, 2019. The project's geographic focus is Haiti, and the timeframes for the project are May 2, 2019, to May 1, 2024. The total estimated contract/agreement amount is $7,599,504.00, including cost share, and the obligations to date are $3,804,661.61. The estimated expenditures for the next reporting period are $340,000.00.
