Health Sector Governance The project's governance team interacted closely with the Ministry of Health's (MOH) Decentralization Office, which serves as the Technical Secretariat of the Intergovernmental Health Commission (IHC).

Abstract
The project provided technical support to three IHC working groups, focusing on decentralization, health human resources, and financing. Additionally, the governance team initiated a technical discussion with the Persons-Health General Directorate (DGSP) to design a primary health care model, which will be validated in one of the project regions in collaboration with the USAID|Peru|Health Quality Project. Health Sector Financing and Insurance The financing team worked closely with the MOH's Planning and Budgeting Office, providing technical assistance on health insurance and budget justification. The project also facilitated coordination between this office, the Health Promotion General Directorate, and the Ministry of Economics and Finance (MEF) regarding the implementation of the Incentives Program for local governments to achieve specific health targets. The financing team met with the Regional Health Insurance Committee (CTIR) in Apurimac and Ayacucho to identify required technical assistance for universal health insurance implementation. Health Information The project information team initiated discussions on information standards with the MOH's DGSP and the Statistics General Office (OGEI). They also provided technical advice on the assessment of the medical procedures catalogue. The team began formulating regional health information action plans in Ayacucho, Huanuco, La Libertad, and San Martin, which included updating the Galen-Hos software in Ayacucho and La Libertad and introducing it in Huanuco. Health Workforce The human resources team worked closely with the MOH's Human Resources General Directorate and the National Authority of Civil Service (SERVIR) to discuss competencies methodologies, propose a health career path, strengthen capacities, and plan and manage a system that could be implemented at the regional level. The team assisted San Martin Regional Government in describing posts related to competences. Medical Products, Vaccines, and Technologies The medical products team interacted with the MOH's Health Supplies General Directorate (DIGEMID) and informed them about the health supplies diagnosis conducted in six project regions. A specific assistance was provided to a technical committee of the MOH by the project's M&E area in assessing the health targets included in the National Development Plan 2021. The team conducted regional assessments of the medicines and supplies system in six project regions, identifying the main constraints to medicines availability in health facilities. Results Reporting Table The project will systematize regional policy dialogue activities and foster consensus among Lima Metropolitana candidates related to health decentralization at the national level. At the national level, the project will finish the health financing law proposal and promote a discussion about it. The project will also finish the elaboration of methodological guidelines for regional multi-year investment plans, the method for estimating physical gaps and human resources requirements, and the procedures to design health management competencies for the regional level. Implementation Details The project will validate the primary health care model in San Martin and assist the Regional Health Directorate (RHD) in the design and reorganization of health networks in Apurimac, Ayacucho, Cajamarca, Huanuco, and San Martin. The project will provide technical assistance to the RHD and selected local governments in the implementation of local decentralization processes in Cajamarca, La Libertad, and San Martin. Elaboration of regional health accounts will start in six regions, and the project will provide technical assistance in the elaboration of Universal Health Insurance (UHI) work plans and the estimation of physical gaps to accomplish UHI in Apurimac and Ayacucho.
