Health Sector Governance The project focused on strengthening and expanding decentralization of the health sector, providing technical assistance to the Ministry of Health (MOH) Decentralization Office (DO) in identifying health functions to local governments and the functioning of the Intergovernmental Health Committee (IHC).

Abstract
The project promoted a dialogue on health decentralization in Metropolitan Lima through the political parties' promoter group, adding two new partners: the World Bank and the Pan American Health Organization (PAHO). The dialogue was implemented in three sessions, with the first session providing a framework on urban health and the background of the health decentralization process in Metropolitan Lima. At the regional level, the project continued implementation activities in Apurimac, Ayacucho, Cusco, Huanuco, La Libertad, and San Martin. The work plan in each region was adapted to regional priorities and capacities. The policy dialogue on regional health priorities was promoted in all regions, with the exception of Apurimac. Health networks delimitation and redesign was initiated in Apurimac and Huanuco, and organization of medical products distribution networks was also initiated in Apurimac and Cusco. The project provided technical assistance to 2,164 individuals, 78% of whom were from the six regions where the project was working during this period. The project activities that accumulated the greatest number of participants were policy dialogue meetings, which fostered consensus around health issues. These public activities ended during this quarter, and the project will systematize main consensus to be used by Peruvian organizations to follow up on next regional governments. Health Sector Financing and Insurance The project continued to work on health sector financing and insurance, providing technical assistance to the Ministry of Health (MOH) and regional governments. The project discussed a financial law proposal addressed in health insurance under the leadership of the MOH Planning and Budgeting General Office (OGPP) and involving other agencies, such as the World Bank. The project also prepared guidelines for the elaboration of multiannual investment plans at the regional level. At the regional level, the project continued implementation activities in Apurimac, Ayacucho, Cusco, Huanuco, La Libertad, and San Martin. The project strengthened regional governments' capacities to dialogue and negotiate about health decentralization-related issues with the MOH and the Ministry of Finance (MEF). The project also provided support to the implementation of universal health insurance through the Regional Committees in Ayacucho and Cusco. Health Information The project continued to work on health information, providing technical assistance to the Ministry of Health (MOH) and regional governments. The project revised the medical procedures catalogue, which involved the Social Security Institute (Essalud), with the aim of widening the scope of the catalogue to the health sector. The project also provided support to the GalenHos information system in Ayacucho, Cajamarca, and La Libertad. At the regional level, the project continued implementation activities in Apurimac, Ayacucho, Cusco, Huanuco, La Libertad, and San Martin. The project promoted the policy dialogue on regional health priorities in all regions, with the exception of Apurimac. The project also initiated health networks delimitation and redesign in Apurimac and Huanuco, and organization of medical products distribution networks in Apurimac and Cusco. Health Workforce The project continued to work on health workforce, providing technical assistance to the Ministry of Health (MOH) and regional governments. The project discussed the health career path policy and the design of decentralized workforce planning systems with the MOH Human Resources Development General Directorate (DGRH). The project also provided support to the implementation of the new organization model and the implementation of the primary health care model in San Martin.
