The HICD Activity is a project implemented by Kaizen and its Georgian subcontractors, with the purpose of achieving lasting results in human and institutional capacity development of key strategic partner institutions in Georgia.

Abstract
The project aims to increase the organizational integrity, operational effectiveness, and long-term viability of these partner organizations, which play an important role in achieving the country's development objectives. The HICD Activity complements existing technical assistance activities by providing organizational development expertise and advisory services in the areas of skills enhancement and systemic improvements to select organizations. The project draws on its local subcontractors to carry out performance assessments and implement multiple performance solutions to achieve overall program goals. Foreign expertise will only be engaged when no qualified Georgian firms and/or individuals are available. The project has four components: HICD Services, Center of Excellence, Monitoring, Evaluation, and Learning, and Local Subcontractor Development. The HICD Services component includes Long-Term, Short-Term, and Last-Mile HICD services, which are designed to improve the overall performance of partner institutions. Long-Term HICD services are large, holistic activities that seek to improve the overall performance of the institution, while Short-Term HICD services are limited in scope and focus on a specific section or role of the partner institution. Last-Mile HICD services target leading local institutions that require catalytic efforts to establish their organizations as role models suitable for emulation or replication across their given sectors. The HICD Activity has made significant progress in its first quarter, with 32 new members joining the HICD CoE and three new consulting companies joining the pool of IQS holders. The project has also employed an Organizational Capacity Assessment (OCA) tool to evaluate the capacity of its Georgian subcontractors, with an average performance evaluation baseline score of 2.43. No Exchange Visitors (EV) support activities were scheduled during this reporting period. The project's results are reported in the Results Reporting Table and Financial Report, which are included in Annexes A and B of the report. The HICD Activity will continue to work towards its goals of increasing the organizational integrity, operational effectiveness, and long-term viability of key partner institutions in Georgia. The HICD Activity has established a Center of Excellence (CoE) to provide a platform for local service providers to transfer HICD know-how, including coaching, mentoring, and training to their own organizations. The CoE has 32 new members as of June 30, 2021, and has encouraged attendees to complete a member needs assessment survey. The project's subcontractors, including GEC JSC, PMCG, GEPRA, TBSC, PMO, GeoWel, DEPA, and PMC, will continue to play a crucial role in carrying out performance assessments and implementing multiple performance solutions to achieve overall program goals. The project will continue to work towards its goals of increasing the organizational integrity, operational effectiveness, and long-term viability of key partner institutions in Georgia.
