Abstract
To better understand the impact of higher education scholarships, this paper derives primarily from a review of USAID evaluations of their long-term scholarship programs (for study in-country, in the U.S., or in a third country for an academic degree -- i.e., a bachelor"s, master"s, or Ph.D -- for at least one year of study) for participants from countries including Bangladesh, Benin, Chad, the Dominican Republic, Nepal, Poland, Senegal, Somalia, and Tanzania. Based on a review of these evaluations and general trends among them, this paper discusses the challenges and limitations to measuring impact, the perceived impact of higher education scholarships at the individual, institutional, and the community/national level, and predominant issues among scholarship programs.
