Abstract
The purpose of this plan is to ensure that the county has the right number of people with the right skills to fulfill operational needs for HIS implementation. The suggested process for developing the HIS Staffing Plan includes defining the outcomes of the staffing plan process, agreeing on the methodology, conducting a staffing assessment, sharing findings and preliminary recommendations, drafting the Staffing Plan, and finalizing the Plan. The Staffing Plan should be developed by the County Health Management Team (CHMT), which is responsible for setting the direction for and guiding HIS processes. The Staffing Plan should include an introduction that describes the purpose of the plan, the timeframe for the plan, and the process of development. The plan should also outline HIS roles and responsibilities, including a RACI matrix that defines the roles and responsibilities of various stakeholders in the HIS implementation process. The HIS Staffing Estimates section should identify the staffing requirements for HIS-dedicated staff by determining the amount of time needed to fulfill each task on an annual basis. The staffing requirement is the product of the workload and the category allowance factor, plus the individual allowance factor. The Training Plan section should identify the skills required for each task and specific training requirements for all positions with HIS responsibilities. The plan should also include an estimation of the financial requirements to implement the Staffing Plan and inform a specific budget request. The Implementation Arrangements section should outline the structure, responsibilities, and timeline for managing implementation of the Staffing Plan. This section should also define the quarterly performance monitoring and evaluation process, including indicators and targets against which progress will be measured. The HIS Staffing Plan Guidance is intended to provide a framework for county governments to develop a comprehensive staffing plan that meets the operational needs for HIS implementation. The plan should be developed in collaboration with the CHMT and other stakeholders, and should be regularly reviewed and updated to ensure that it remains relevant and effective.
