The Health Leadership Project (HLP) is a five-year program funded by the US Agency for International Development (USAID) with the goal of strengthening the Government of Haiti (GOH) as a steward of the health sector.

Abstract
The program aims to increase Haiti's control over its financial and human resources through a coordinated system that delivers quality health services equitably. HLP's two objectives are to build GOH capacity to lead and finance the health sector and to improve GOH planning and oversight of the health workforce. HLP is implemented by Management Sciences for Health (MSH) and local solution partners Group Croissance (GC) and the Centre de Formation et d'Encadrement Technique (CFET). In years one and two, MSH is the prime implementing partner and is accountable for achieving the targets and deliverables for HLP's objectives, in collaboration with GC and CFET. MSH also works closely with GC and CFET to strengthen their organizational capacity to ensure that they meet USAID's technical and financial standards to receive direct funding from USAID in years three to five. During the reporting period, October 1, 2020–September 30, 2021, HLP completed several key health financing activities, working with the Ministère de la Santé Publique et de la Population (MSPP) or Ministry of Public Health. In collaboration with the Unité d'Etudes et de Programmation (UEP) or the Studies and Programming Unit, HLP assessed the management and use of internal revenues at the levels of the 10 departmental health directorates and 387 health institutions. Analysis of these studies contributed to the development of the new national health strategic plan, or Plan Directeur 2021–2031, a top priority for the MSPP. The Plan Directeur was completed and validated by the Higher Authority of MSPP in Q4 and presented to key MSPP policymakers, stakeholders, and donors in September 2021. During this official ceremony, MSPP representatives stressed the importance of this tool in guiding and strengthening Haiti's health sector through 2031. In addition, HLP collaborated with Direction d'Administration et du Budget (DAB) or the Budget and Administration Directorate to finalize the assessment of public financial management (PFM) within the health sector's devolved and decentralized services. HLP contributed to the strengthening of the MSPP's leadership and management of the healthcare workforce at various levels of the health system. Working with the MSPP/Direction des Ressources Humaines (DRH), a midterm evaluation of the Human resources for Health (HRH) Strategic Plan was conducted, ultimately aiming to align HRH interventions with the strategic orientations of the new Plan Directeur. HLP organized and facilitated multiple national-level meetings to progress the HRH Strategic Plan activities and development of the HRH National Strategy 2023-2027. HLP also supported optimization of the health workforce this year, further rolling out the Task Sharing Plan for greater healthcare services coverage and the operationalization of the HIV Transition Plan in which the MSPP will absorb donor-funded healthcare workers. In Year 2, HLP continued to provide technical and organizational development support to local solution partners CFET and GC to ultimately succeed in passing the Non-US organization Pre-Award Survey (NUPAS) requirements. The full list of performance indicators is an annex of the report, but some significant indicators include the number of health managers from the MSPP who received capacity building in resource mobilization for the health sector, which was 16, exceeding the target of 10. HLP also completed analysis of the data on internal revenue management and use in the 61 health institutions evaluated, and DAB validated the report of the assessment of the use and management of internal revenue within public health facilities conducted in Q1.
