Índice de Condiciones para la Reconciliación Nacional: Piloto Medellín

The project was conducted by the International Organization for Migration (OIM) in collaboration with the Fundación Social and the Alcaldía de Medellín. The Index of Conditions for National Reconciliation is a tool designed to measure the level of reconciliation in a given area. It consists of three dimensions: Confianza (Trust), Democracia (Democracy), and Derechos de las víctimas (Rights of Victims). The Index is calculated based on a set of indicators that assess the level of reconciliation in each dimension. The pilot project in Medellín was conducted in 2013 and involved the collection of both qualitative and quantitative data. The qualitative data was collected through interviews with key stakeholders, while the quantitative data was collected through surveys and other statistical methods. The Index of Conditions for National Reconciliation in Medellín was calculated based on the data collected during the pilot project. The results show that the level of reconciliation in Medellín is relatively low, with a score of 0.35 out of a possible 1.00. The lowest scores were obtained in the dimension of Confianza, with a score of 0.23, indicating a lack of trust among the population. The results of the Index of Conditions for National Reconciliation in Medellín are presented in three categories: Confianza entre antagonistas (Trust between antagonists), Comunidad (Community), and Confianza con las instituciones (Trust with institutions). Each category consists of a set of indicators that assess the level of reconciliation in that area. The results of the Confianza entre antagonistas category show that the level of acceptance between victims and victimizers is low, with a score of 0.15. The results of the Comunidad category show that the level of knowledge of the actors in the community is relatively high, with a score of 0.63. The results of the Confianza con las instituciones category show that the level of trust in the institutions is relatively low, with a score of 0.31. The Index of Conditions for National Reconciliation in Medellín provides a comprehensive assessment of the conditions for national reconciliation in the city. The results of the Index can be used to inform policy and programming decisions aimed at promoting reconciliation and reducing conflict in the city.
