Abstract
The ICAE is an index developed in 2013 and updated in 2017 by the Inclusion for Peace Program - IPA/OIM as a model to evaluate the institutional capacity of territorial entities to attend to ethnic groups and design specific actions for institutional strengthening. The baseline survey was conducted in 2017, and the capacity for ethnic attention was located, on average, at 49.6 points out of 100 possible points. The ICAE plans for improvement with municipalities and governorates were developed in two phases of work during the years 2019 (Phase 1) and 2020 (Phase 2). The main axes of institutional strengthening were: transfer of pedagogical tools for work with communities (IPA Toolbox) and strengthening in normative framework, planning, and policies with an ethnic focus; analysis of preliminary versions of Development Plans and recommendations for inclusion of the ethnic focus; formulation of projects with an ethnic focus; and others. The results of the ICAE exit evaluation were located, on average, at 66.6 points out of 100 possible points, an increase of 17.1 points from the ICAE baseline, representing a variation of 35.1% compared to the baseline. The main objective of this document is to systematize and present the general results of the ICAE exit evaluation for municipalities and governorates, a fundamental input that will allow advancing in the management of knowledge on the specific incidence of the institutional strengthening actions developed by the Inclusion for Peace Program. The methodology for the development of the ICAE exit evaluation measurement involved the development of the following activities: transfer of the ICAE to the consultant team; analysis of the ICAE structure, variables, indicators, and information capture tools; and others. The information was collected through three main methods: analysis of institutional information, focus groups with officials, and semi-structured interviews. The information was collected from 158 officials from the 27 territorial entities, with 76 officials from 15 entities in July 2019 and 82 officials from 12 entities in August 2020. The information was systematized in a database program based on the dimensions and indicators of the ICAE and a document of analysis of results. The capacity institutional for ethnic attention of the municipalities and governorates was located, on average, at 49.6 points out of 100 possible points. The exit evaluation showed a result of 67.0 points out of 100 possible points, verifying an increase of 17.1 points from the ICAE baseline, representing a variation of 35.1% compared to the baseline.
