Abstract
The activity was a continuation of a previous technical assistance provided by the program, which consisted of the design and formulation of nine indicators of management and the implementation of a pilot experience. The consultoría aimed to measure the activity of the Unidad de Delitos Económicos y Anticorrupción using the indicators already used in the pilot plan, covering the last quarter of 2019 (October, November, and December) and the first quarter of 2020 (January, February, and March). The data collection for the last quarter of 2019 was carried out without major inconveniences, but the data collection for the first quarter of 2020 was carried out with the inconveniences presented by the obligatory quarantine decreed by the Government due to the pandemic, which resulted in a considerable delay for the completion of the task. The nine indicators of management that were measured are: 1) Quantity of cases entered in the period under study, 2) Percentage of imputations over the number of cases entered, 3) Average time of imputation from the entry of the cases, 4) Percentage of desestimaciones over the number of cases entered, 5) Percentage of accusations over the number of cases imputed, 6) Percentage of definitive overviews over the number of cases imputed, 7) Percentage of provisional overviews over the number of cases imputed, 8) Percentage of provisional overviews reopened, and 9) Congestion index. The results of the first measurement (February, March, and April 2019) and the second measurement (last quarter of 2019) showed significant differences. For example, the indicator of percentage of imputations in the first measurement was 28.8% and in the second measurement was 114.6%, representing an increase of almost 100% in productivity. The percentage of definitive overviews over the number of cases imputed also showed an improvement, from 52.4% in the first measurement to 8.5% in the second measurement. The percentage of provisional overviews over the number of cases imputed also showed an improvement, from 19.0% in the first measurement to 8.5% in the second measurement. The percentage of provisional overviews reopened also showed an improvement, from 0.0% in the first measurement to 150% in the second measurement. The congestion index, which is considered the main institutional indicator, also showed an improvement, from 8.7 in the first measurement to 6.9 in the second measurement. A weakness in the data collection process was noted, as it requires a significant amount of time for the officials of the different fiscal units and the officials of the Planning Directorate. This is due to the fact that the process is completely manual. Therefore, it is recommended to have more technology to obtain the data for the indicators in a shorter time and with less effort, which would mean that the indicator system would have a real impact on decision-making in the process of continuous improvement of management. In coherence with the above, and as previously recommended, it is suggested to reduce the number of indicators. In this sense, it is recommended that the four indicators be: 1) Quantity of cases entered in the period under study, 2) Average time of imputation from the entry of the cases, 3) Percentage of definitive overviews over the number of cases imputed, and 4) Congestion index. The use of information technology is strategic for the collection of data for the construction of indicators. The Ministerio Público has a significant backlog in this area. Finally, a draft resolution has been prepared that includes the four indicators mentioned above for approval
