Abstract
The project aimed to establish a public-private partnership (PPP) for the management of the Caracol electrical network. Deloitte Consulting LLP provided consultative services to the Haitian government to evaluate the feasibility and facilitate the implementation of a PPP for the Caracol electrical network. The identification of best practices in public-private partnerships (PPPs) is a crucial step to ensure their effectiveness. The process should include a preparatory step prior to launching the tender process. The steps used by entities that have successfully conducted transparent tenders, and how these steps were executed, are described in this document. The Unité centrale de gestion des partenariats public-privé (UCG-PPP) of the Haitian Ministry of Economy and Finance developed a PPP manual to evaluate, implement, and ensure the supply of PPP projects. The manual is based on the new legal and institutional framework of Haiti applicable to PPP transactions. The preparatory step aims to obtain preliminary approval of the public procurement plan from the competent public authorities. The approval of the main plan characteristics is a prerequisite since the project supply is an enterprise that requires a lot of resources. The World Bank and the European Center for Expertise in PPP describe best practices to be implemented in the evaluation and development of PPP projects to ensure that the PPP contractual scheme is the best option for the public authority.
