The ICME Activity is designed to facilitate collaboration between the United States Agency for International Development (USAID) activities, integrate USAID/Mexico development objectives, promote interagency collaboration, and utilize evidence for decision-making. The ICME Activity consists of three components: Component 1: Monitoring and Related Analysis, Component 2: Surveys, More In-Depth Analyses, and Evaluation, and Component 3: Integration, Collaboration, and Facilitation of USAID/Mexico and other USG activities. The report highlights the progress made in each component during the first quarter. Component 1: Monitoring and Related Analysis focuses on monitoring relevant data, particularly outcomes, from USAID partners and other sources, to enhance collaboration, learning, and learning. The ICME Activity will support the monitoring of the USG strategic integration efforts in northern Border States. The report mentions that ICME conducted recruitment efforts to identify and hire a qualified consultant for the "Rule of Law Monitoring Support" activity. The consultant, Mr. Óscar Padilla, was selected and approved by USAID. Component 2: Surveys, More In-Depth Analyses, and Evaluation involves conducting performance evaluations of USAID Mexico's Capacity Development Program. The ICME Activity will also support the evaluation of USAID/Mexico activities to improve effectiveness and inform decisions about future programming. The report highlights that ICME conducted a virtual meeting with the USAID/Mexico Mission Director, the new CDCs, and other stakeholders to discuss implementation challenges and implementation challenges. Component 3: Integration, Collaboration, and Facilitation of USAID/Mexico and other USG activities focuses on facilitating collaboration between USAID implementing partners, as requested, within and between each Development Objective, and all geographic areas of operation, to help USAID and its partners operate effectively within their local context and sustain results. The report mentions that ICME implemented activities in Mexico City and conducted field work in the states of Chihuahua, Nayarit, and Nayarit. The report also highlights the progress made in the first quarter, including the completion of field visits to gather data for the indicator "Prosecution rates in targeted and prosecution units" in the states of Nayarit, Coahuila, and Chihuahua. The report also mentions that ICME presented the results of its analysis of the prosecution rate from 2016 to 2018 to the Attorneys General Offices in the states of Nayarit, Saltillo, and Chihuahua, identifying challenges and recommendations. The ICME Activity has encountered problems gathering data due to the COVID-19 pandemic, which has affected the collection of data in some states. Public offices are not operating normally, and officials are short of personnel to process the data required to develop the analysis. The ICME Activity has scheduled three field visits to gather databases for the indicator "Prosecution rates in targeted and prosecution units" in the states of Nayarit, Coahuila, and Chihuahua. The report concludes that the ICME Activity has made progress in the first quarter, despite the challenges posed by the COVID-19 pandemic. The ICME Activity will continue to facilitate collaboration between USAID activities, integrate USAID/Mexico development objectives, promote interagency collaboration, and utilize evidence for decision-making.
